A very happy Sailor Jupiter appears to be posing. I suspect that this cel also comes from the side-scrolling/fighter arcade game called Pretty Soldier Sailor Moon released by Banpresto in 1995. I bought this cel at the same time and from the same seller as the other 4 cels I have that I believe were created for this game; however, I have not been able to find this specific cel in any YouTube footage yet, so I can not say with certainty where it comes from. If anybody can give me any additional information about this cel or the other 4 cels from this arcade game, I would very much appreciate it! ^_^
